1. Ministry of Health Ebola Prevention Guidelines
Cabinet has approved set guidelines by the Ministry of Health for prevention against the deadly Ebola disease that has claimed many lives in parts of West Africa.
The Ministry of Health and stakeholders have enhanced all sectors of prevention and preparations as listed:
- National Health Sector Emergency and Disaster Management Committee;
- Border Control/Port Health;
- Fortnightly meetings for the National Communicable Disease Control Committee;
- Enhanced surveillance and response to disease outbreak;
- Establishment of a World Health Organisation Collaborating Centre Bio Security Lab Level 4;
- Equipment for Isolation Facility;
- Personal Protective Equipment for health workers;
- Infection prevention and control training for health workers and anyone suspected of contracting Ebola;
- Programmes for Health Awareness & Education and Risk Communications.
Ebola Prevention measures and plans have also been put in place by the Ministry.
Prevention Measures Level One:
- Ebola Risk Communication;
- Decrease travelling by Samoans to overseas countries, especially countries affected by Ebola;
- Border control;
- Health Declaration Form for arrival in Samoa;
- Additional health workers at airports and wharves;
- A unit has been established at the airport to perform medical checks for any persons suspected of contracting any deadly disease or who has travelled from a country with Ebola infections.
- Proper aircraft waste disposal and border control form;
- Collaborative work between the Ministry of Health and other Government Ministries for border control at airports and wharves;
- The Faleolo Medical Centre will be used as a quarantine unit to admit or monitor any suspected case of Ebola;
- Special training for Doctors, nurses and health workers responsible for the prevention and treatment of communicable diseases and viruses for infection control.
In the case of any suspected Ebola cases in New Zealand, Australia or any Pacific country near Samoa; or an increase of Ebola cases in the United States of America – Prevention Measures will ascend to the next level.
Prevention Measures Level Two:
- Abort all direct flights from Fiji;
- Minimize flights from American Samoa;
- Minimize direct flights from Australia and New Zealand;
- Abort flights from Hawaii if there are any reports of suspected Ebola cases;
- The Faleolo Health Centre will be closed to the public but will be used as an Ebola Isolation Unit;
- Increase the monitoring of yachts, cargo ships and cruise ships that dock at our wharves;
- Contact tracing of people on the same flight as an Ebola infected passenger;
- Selection and special training for specialized health workers, doctors, nurses, laboratory workers and pharmacists, in areas of infection control and the use of personal protective equipment.
- The use of the Medcen Hospital facility at Vailima as a quarantine and isolation unit for Ebola cases;
- Health workers involved in the prevention and treatment of an Ebola case will be quarantined at Medcen for 28 days;
- Samoa National Disaster Planning Declaration.

2. Food and Agriculture meeting
Cabinet has approved the participation by Samoa at two meetings in Rome, Italy on 19 November – 5 December 2014.
The Second International Conference on Nutrition by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) will be held on 19 – 21 November 2014. This meeting looks at reaffirming the right of everyone to have access to safe, sufficient, and nutritious food; consistent with the right to adequate food and the fundamental right of everyone to be free from hunger.
The FAO Council meeting will be held on 1 – 5 December 2014. The agenda for this meeting will include the election of another representative from the Pacific in the council. Australia is currently the sole representative for the Pacific in the council. The FAO strategic framework will also be reviewed during the meeting.
Samoa’s delegation is lead by the Minister of Agriculture, Afioga Le Mamea Ropati Mualia and the Ministry’s Principal Policy Officer, Afioga Taimalietane Matatumua.

3. World Toilet Day
Cabinet has approved the programme to commemorate the annual World Toilet Day in Samoa, on 19th November 2014.
Two garden toilets have already been built at the Samoa Tourism Authority cultural centre compound, Matagialalua.
The programme for the day includes the official opening of the garden toilets; acknowledgment of a gift from Tuifalevao Jack Sim, a UN representative; and the launch of garden toilets stamps.

4. Pacific Law Officers meeting
Cabinet has approved the participation by Samoa at the Annual Meeting of the Pacific Islands Law Officers Network (PILON) being held in Kiribati on 11 – 12 November 2014.
The theme of the meeting is, “Combating Environmental Crime in the Pacific: Issues and Best Practices.”
The meeting is hosted consecutively by member countries. The meeting agenda includes presentations by selected members from the Pacific countries, and discussions by participants for the good future of the Pacific.
Samoa is represented by the Attorney General, Aumua Ming Leung Wai, and Assistant AGs Precious Chang and Loretta Teueli.

5. Inspection of MV Victoria 9
Cabinet has approved the visit by Samoa Shipping Corporation representatives, lead by General Manager Papalii Willie Nansen, to Malaysia for inspection of the vessel MV Victoria 9.
The MV Victoria 9 is a cargo vessel similar to the MV Samoa Express and the MV Fotu o Samoa II. The vessel was built in 2013, and is 45 metres long, 42m wide, 3.6m depth, double bottom hull, weighs 494 tons and can travel up to speeds of 12 knots.
The boat is suitable for transporting fuel between Apia and Salelologa or throughout the Pacific. The vessel is ideal for many services especially chartered cruises.
The decision for the purchase of the vessel will depend on the report from the inspection. The report will assist the recommendation by the Board of Directors for Cabinet’s approval.
