1. Criminal Justice Programme report
Cabinet has approved the report on the Criminal Justice Programme on Addressing Corruption, in which Samoa participated on 3 – 14 November 2014 in Japan.

There were 29 participants from 22 countries in Asia, Europe, Middle East, Africa, South America and the Pacific.

The programme’s agenda included a series of lectures, study tours and group discussions.  Participants also made presentations on key institutions of their country’s criminal justice systems and how each country is attempting to address corruption.

The importance of effective cooperation by domestic agencies and international agencies was highlighted, and emphasis on the need to keep good records and data as well as having trained personnel and simple accounting software employed to flag any financial data irregularities.  There were also presentations on anti-corruption programmes and initiatives from the private sector.

The study tour was spread across Tokyo, Hiroshima and Kyoto and included visits to Japan’s Parliament, Courts, Prosecutors Office, Police, Prisons and Taxation Office.

The programme themes focused on:

  • Effective Measures to Identify, Trace, Freeze and Seize, Confiscate and Recover Proceeds of Crime;
  • Effective Investigative Measures for Corruption Cases;
  • Strengthening the Capacity and Integrity of Criminal Justice Authorities and their Personnel.

The Corporate Services Manager of the Office of the Attorney General, Manusamoa Christine Saaga represented Samoa at the training programme.

2.  Contracts awarded for Samoa College renovations
Cabinet approved the contracts awarded to Diamond Head Design & Build, Poloa Construction Company and Ah Liki Construction for renovation works on school building blocks at Samoa College, as part of preparations for the upcoming Commonwealth Youth Games 2015 to be hosted by Samoa.

The tenders were advertised for public interest and three companies submitted applications of bids.

The bids were assessed according to the tender bidding document and after consultations the recommendations were finalised as follows: Block B awarded to Poloa Construction Company; Blocks C,D,E & F awarded to Ah Liki Construction; and Blocks A & G awarded to Diamond Head Design & Build.

These recommendations were submitted for Cabinet’s approval.

3.Patients for overseas medical treatment
Cabinet has approved the transfer of four patients for medical treatment overseas under the Samoa Medical Treatment Scheme.

Three males and one female patient, with illnesses including lung disease, lower abdominal mass, cancer and heart disease will be transferred overseas, for treatment that is not available in Samoa.
