1.  Report on the Pacific Islands Literacy and Numeracy Assessment
Cabinet has approved the Ministry of Education report on the Pacific Islands Literacy and Numeracy Assessment (PILNA) meeting that was held in Fiji on 1 – 5 December 2014.

The themes of the meeting included: Reaffirming specific areas that guide PILNA; Recording information on interpretation of literacy and numeracy; Format the blueprint of literacy and numeracy assessment; and the search for answers to overcome challenges in literacy and numeracy research.

The meeting agenda included:
A Review of the first Pacific Islands Literacy and Numeracy Assessment (PILNA) 2012;
The standardisation of guidelines for literacy and numeracy subjects taught in schools, for the 2015 assessment;
Acknowledging and learning from challenges encountered during the 2012 assessment and adjusting where needed in order to improve the 2015 assessment;
Noting areas that were not thoroughly reviewed in the 2012 assessment and to include them in the 2015 assessment;
Group activities by representatives, seeking to identify and improve deficiencies from the 2012 assessment;
Preparations and pathways for both groups – literacy and numeracy – to be revealed for the 2015 assessment and setting exam papers for the Pacific for 2015.

This report indicates that the Ministry of Education Sports and Culture will thoroughly look at the formats of the Pacific assessment for 2012 and also the assessment for 2015 to ensure that both assessments are reflected in the syllabus already set for teachers.

Representatives from across the Pacific participated in the meeting, which was coordinated and funded by the Secretariat of the Pacific Board for Educational Assessment (SPBEA).

Representing Samoa at the meeting were the Ministry of Education’s Leota Valma Galuvao and Faatamali’i Jenny Lauano, and Samoan Language Consultant Ainslie So’o.

2.  Internet Services for the National University
Cabinet has approved the three-year contract awarded to Digicel Samoa Ltd for provision of Internet Services for the National University of Samoa.

The tender was advertised for public interest and five companies submitted applications of bids.

An assessment was conducted by the Sub Committee according to the tender bidding document, before a recommendation was submitted to Cabinet for the final decision.

3.  SIFA awarded naming rights sponsorship for Samoa Netball Association
Cabinet has awarded the Samoa International Finance Authority (SIFA) Naming Rights Sponsorship of $345,000.00 for the Samoa Netball Association’s participation in international tournaments, 2014 – 2015.

The sponsorship by SIFA is due to the fact that netball is popular in Samoa, especially amongst women, and encourages a lifestyle of health and fitness as has been proven with the positive growth and popularity of business house tournaments. This sponsorship will also provide promotional opportunities for SIFA on the international stage.

The benefits to SIFA include:

Promotion through brand tagging on player uniforms;
Promotion at international tournaments;
Promotion through media exposure and Sports Publications.

4. MAF Minister to attend Coconut Community Meeting
Cabinet has approved the participation by Samoa at the Asia and Pacific Coconut Community (APCC) meeting in Kochi, India on 2 – 5 February 2015.

Coconuts are important in the economies of Asia Pacific countries through the production of export goods, especially for the production of food and food security.

The meeting will focus on discussions and collaboration on strategies and developments for coconut projects.

Issues noted for discussion will include:

Reaffirming policies and strategies for scientific research for plants in food production and for farming developments;

Research methodology;

Safety programmes for scientific research;

Collaborations with other organisations for the development of coconut projects and farming;

Promotion of methods used by the Government of India for production and preservation of goods made from coconut;

Promotion of principles that guide the production of goods from coconuts, and the importance of adhering to these guidelines for the preservation of these goods.

Samoa’s delegation will be lead by Minister of Agriculture, Afioga Le Mamea Ropati Mualia and Assistant Chief Executive, Afioga Misa Konelio Misa.

5.  Variation works for SCADA SYSTEM
Cabinet has approved the contract to Schneider Electric Ltd. for variation works on the System Control and Data Acquisition (SCADA SYSTEM) to integrate the 14 Renewable Energy sites into the SCADA Network.

The SCADA SYSTEM remotely monitors and controls generators in hydro and diesel power stations and substations from the National Control Centre at Fuluasou substation.

The original contract was awarded to Schneider Electric Ltd. for the construction of the system, but variation works were proposed to integrate the system to 14 Renewable Energy sites.

An assessment was conducted by the Tender’s Board before a recommendation was submitted to Cabinet for approval.

6.  Report on MESC projects and developments
Cabinet has approved the report on the Ministry of Education, Sports and Culture projects and developments.

These projects were approved by Cabinet:

Examinations and Assessment
The theme of this project is to determine the development of the child’s progress and to acquire information on weaknesses that the teacher has observed and for the child to improve on, in order to achieve better results.

The focus is for the students to select an option in high school for the next step in education. The results from high schools determine the entrance level for students in Year 13 or University.

Included in this report are:
Level of the Samoa Primary Education Literacy Levels (SPELL) Tests for Year 1 & 2 students, and also Year 4 & 6 students; and the Samoa Primary Education Competency Assessment (SPECA) for Year 8 students;

Secondary School Certificate (SSC) and the Samoa Secondary Leaving Certificate (SSLC) exams;

Exams for Primary Schools, High Schools, Entry Exams for Samoa College and Avele College.

Science Teachers Accelerated Program – STAP
Science is an important subject in education, but not all high schools are teaching science in their classrooms because of the shortage of teachers specialising in Biology, Chemistry and Physics. This is another reason why the Ministry is not achieving one of its goals to equally assign teachers to all schools in the country. The lack of qualified science teachers is the reason why fewer students are taking science subjects.

Cabinet has given its approval to award 60 scholarships for teachers who are employed in Government and Mission Colleges to study for a Bachelor of Science.

Professional Standards for Samoa’s Teachers
There are four Standards already put together for this project:

Graduate Teachers Standards;

Registered Teachers Standards;

Master Teachers Standards;

Leadership and Management Standards.

These four standards emphasised the importance of the three levels of professionalism required for a teacher that includes: Professional Knowledge; Professional Practice; Professional Attributes.

Samoan Language Commission
The report from this commission intends to clarify and explain the standard of this project, to be the official commission responsible for advising Government and Cabinet on the appropriate use of the Samoan language.

The Commission was established on 14th October 2014. The Commissioner and members were also elected.

Education Sector
The report by this group reveals the level of work already completed, which includes the progress of reconstruction works on school buildings damaged by Cyclone Evan.

Some of these schools are Lefaga High School, Palalaua College, Leifiifi College and Mulivai Safata Primary School.

Heritage Coordinating Committee
The role of this committee is to enhance coordination  of programmes and projects to safeguard, preserve, transmit and promote Samoa’s heritage in all its forms (natural, tangible, intangible, underwater, movable cultural properties etc).

The committee comprises of heads of Ministries which include the Ministry of Natural Resources and Environment, Ministry of Foreign Affairs and Trade, Ministry of Commerce Industry and Labour, Ministry of Women, Attorney General, National University of Samoa, Samoa Tourism Authority, Samoa Law Reform Commission and Samoa Land Corporation.

National Archives and Records Authority – NARA
This authority focus on collecting important documents from Government Ministries to preserve in their archives for the future.

The group is lead by Afioga Lau Asofou Soo, and includes Afioga Naea Beth Onesemo, Susuga Vaosa Epa, Leota Raymond Schuster, Avalogo Togi Tunupopo and Leauanae Ailao.

The whole purpose of this report is to inform Cabinet of the progress of the implementation of these educational projects and developments.
