1. Parliament sessions relocating to TATTE Conference Centre
Cabinet has approved the relocation of Parliament Sessions, between February and August this year, to the Tui Atua Tupua Tamasese Efi Conference Centre at Sogi.
The relocation is due to safety concerns over the deteriorating condition of Parliament House at Tiafau , which has been affected by changes in climate and is particularly unsound during rainy periods.
Parliament Sessions will shift to the Hockey Stadium at Tuanaimato later this year after the Commonwealth Youth Games hosted by Samoa.
Construction works for the new Parliament House at Tiafau are expected to start February 2016, after Parliament is dissolved in January prior to elections.

2. Catering contract for Commonwealth Youth Games 2015
Cabinet has approved the contract awarded to Taro King/Feepo for the provision of catering services for the Samoa Commonwealth Youth Games 2015, Group 2 and Group 5, which comprises of athletes, officials, volunteers and the workforce.
The tender was advertised for public interest, and six catering companies submitted applications of bids.
The applications were assessed by the Sub Committee according to the tender requirements before a recommendation was submitted to Cabinet for approval.

3. Report on ‘Pace-Net Plus’ Meetings
Cabinet has approved the report on Samoa’s participation at two ‘Pace-Net Plus’ meetings held in New Zealand from 8-11 December 2014.
PACE-Net Plus is the second project funded by the European Commission to further bi-regional ST&I (Science, Technology & Innovation) cooperation between the Pacific Region and the EU. The purpose of the meetings was to reflect on how to develop a regional strategic framework to advance this ST&I co-operation.
The two meetings noted in the report are a “Think Tank on Mining and Environment” which focused on discussions about the development of mining and environmental impacts stemming from it; and the “Pace-Net Plus Bi-Regional Platform” on general issues relating to health, food, land and natural resources and impacts of climate change.
The priority areas highlighted as a result of the Think Tank:
- The need to strengthen governance and regulation of mining activities and create financial mechanisms to assure offsets, decommissioning and “after-mining” in local economies;
- The need to disclose mining projects and integration of communities in to the decision-making process during the entire project life-cycle of mines;
- The need to consolidate data and enhance knowledge access and sharing (a regional resource centre) and develop suitable methods for risk assessment;
- The need to prioritise ‘green technology’ to assist with developments of sustainable mining projects.
The Bi-Regional Platform emphasised the need to work together and collaborate on developments in science, technology and innovation for improved health, food security, land and natural resources.
A good outcome for Samoa is that the National University will represent Samoa on the Pacific Island University Research Network (PIURN) which was set up to develop a science and technology framework to foster the interests of national and regional agendas in developing capacities of ST& I. This framework serves as a basis for PIURN to engage and attract assistance from the EU’s Horizon 2020 programme.
Over 80 participants attended the meetings. Samoa’s group of 8 representatives included the Head of the Scientific Research Organisation of Samoa, Afioga Tilafono David Hunter, Dean of Science at NUS Dr Desmond Lee-Hang, Assoc. Professor of Environmental Science at NUS Dr Taema Imo-Seuoti and Principal Scientist Lameko Talia of the Ministry of Natural Resources and Environment.

4. New General Manager for ACC
Cabinet has approved the appointment of Afioga Muliagatele Masoe Makerita Matafeo as the General Manager for the Accident Compensation Corporation (ACC) for the next three years.
The vacancy was advertised for public interest, and five candidates submitted application letters.
All five applicants were called in for interviews by the Sub Committee.
After interviews and assessment by the Sub Committee, a recommendation was submitted by the Board of Directors to Cabinet for the final decision.
Afioga Muliagatele holds a Bachelor of Business from La Trobe University, Bendigo Victoria Australia. She has been employed in the ACC since 1996. She worked at Treasury from 1989 to 1995 and prior to that at SNPF from 1985 to 1989. She also worked at Nelson Motors.
Muliagatele hails from the villages of Samalaeulu and Asau. She is a member of the Catholic Church in Apia. She is married with two children.

5. Service contract for Fiaga Power Plant
Cabinet has awarded the service contract to BlueAHLAL JV for the 8,000 Hour Service of four generators at Fiaga powerstation.
The 8,000 hour service of the generators is the second scheduled major service since June 2013, with the first major service in March-May 2014 at the 4,000 hour mark.
The tender was advertised for public interest, and two companies submitted applications of bids.
An assessment was conducted by the Sub Committee according to the tender bidding document before a recommendation was submitted to Cabinet for approval.

6. Education Minister vies for spot on UNESCO’s Executive Board
Cabinet has approved the nomination of Samoa’s Minister for Education, Afioga Magele Mauiliu Magele, to run for an Asia Pacific Region seat on UNESCO’s Executive Board for 2015 – 2018.
Of the 12 seats for the Asia Pacific region on the Executive Board, Papua New Guinea is currently the only representative from the Pacific. Six seats allocated for the Asia Pacific region are up for nomination later this year in Paris, when the Board meets again for the four-yearly voting session.
The Executive Board which consists of 58 members, executes programmes approved by UNESCO’s General Assembly, which is held every two years.
A campaign by the Ministry of Education, Ministry of Foreign Affairs and Samoa’s Consular Offices overseas will begin this month, for serious consideration of Samoa as a member of the Executive Board.
