1.  Report on Ministerial Conference on Civil Registration and Vital Statistics
Cabinet has approved the report on the Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific which was held in Thailand on 24 – 28 November 2014.

The conference was comprised of two segments which were the senior officials segment from 24 – 26 November and a ministerial segment on 27 – 28 November.

Issues discussed at the two segments of the conference included:

  • Universal civil registration coverage;
  • All individuals have legal documentation to claim identity and ensuing rights;
  • Accurate, complete and timely vital statistics.

A groundbreaking declaration was reviewed at the conference and also the endorsement of a regional action framework in areas of civil registration coverage, the provision of legal documentation, such as birth certificate and the production of vital statistics.

Samoa was noted as one of the countries in the region with good statistical records of births, deaths and marriages. The Ministry of Public Enterprises, Ministry of Health and the Ministry of Women are working together in assembling and registration of births and deaths data.

The Minister of Public Enterprises, Afioga Lautafi Fio Selafi Purcell and Registrar for the Samoa Bureau of Statistics, Afioga Tuautu Kalepo Tuautu represented Samoa at the conference.

2.  Report on Deputy Prime Minister’s visit to Australia
Cabinet has approved the report on Deputy Prime Minister, Afioga Fonotoe Pierre Lauofo’s visit to Australia to finalise preparations for the Buy Samoa Made trade show scheduled for 23 – 24 March 2015.

Accompanying the Deputy Prime Minister was the President of SAME, Afioga Tagaloa Eddie Wilson.

The trade show is a collaborative initiative by the Government of Samoa and the Samoa Association of Manufacturers and Exporters (SAME). The trade show will be held at the Mecure Hotel in Sydney due to the available parking space and cost effectiveness.

The delegation from Samoa for the trade show will include members of the business community. Some of the locally made products that will be in display include talo, beer exports, coconut cream, palusami, Samoan cocoa, coconut based products/body care, water/agriculture processed products, etc.

A similar successful trade show, the SAME Buy Samoa Made-New Zealand Campaign took place in Auckland last November.

3.  Samoa Law and Justice Sector Plan 2012–2016
Cabinet has approved the report on the Samoa Law and Justice Sector Plan 2012 – 2016 for the six month period from 1st July to 31st December 2014.

Projects that have been completed within six months:

  • The official separation of the Prison and Correction Services from the Ministry of Police;
  • Electronic records database – this project will preserve all Land and Titles Court records in fully indexed electronic form;
  • Trainings for the Courts Secretaries in using voice recorders to record court proceedings in the Supreme Court, District Court and Land and Titles Court;
  • Trainings for Lawyers;
  • Assistance from Civil Society Support Programme to fund the Samoa Returnees Charitable Trust office;
  • Final review of the amendment of the Village Fono Act by the Steering Committee before it is submitted to Cabinet;
  • Centralise Crimes Statistics Database;
  • Trainings for two SROS (Scientific Research Organisation of Samoa) analysts in New Zealand to enhance the knowledge of our workers to be able to conduct analysis in Samoa.

Projects that are still in process are the National Crime Prevention Policy and the Community Law Centre.
