1. Appointment of Egon Lincoln Keil as Police Commissioner
Cabinet has approved the appointment of Mr Egon Lincoln Keil as Police Commissioner.
The vacancy was advertised for public interest, and 14 candidates submitted application letters. One application was withdrawn, and 13 applicants were selected by the panel for interviews.
The panel conducted interviews and assessment according to the criteria advertised for the vacancy, before a recommendation was submitted to Cabinet for the final decision.
At the time of his appointment, Mr Keil was a member of the Board of Directors for the Samoa Fire and Emergency Services Authority and owns the Speedy Auto Care Limited Samoa.
He worked in the Los Angeles Police Department (LAPD) as Assistant Watch Commander (Sergeant II) from 2005 to 2012. From 2001 to 2005, he worked as a LAPD Field Patrol Supervisor (Sergeant I). Mr Keil started his career in the LAPD in 1995 after serving one year as Prison Guard in the Department of Corrections for the State of Utah.
Mr Keil holds a Bachelor of Science in Criminal Justice Administration (Honors) from California State University, Dominguez Hills, Carson. He was also specially trained by the LAPD in Disaster Management, Conflict Resolution, Advanced Internal Affairs Investigation, Crime Scene Management, Community Relations and many others; in Outside Agency training and certification in Airport Security Management, Emergency Management System, Shooting Incident Management, Weapons of Mass Destruction to name a few. Mr Keil had worked in specialised positions in the LAPD including as Professional Standards Bureau liaison to the Use of Force Review Board.
Mr Keil hails from the villages of Malololelei, Manono and Palauli. He has two children and is a member of the Church of the Latter Day Saints at Motootua Ward.

2. Financial Assistance for of $20,000.00 for Samoa Touch Rugby
Cabinet has approved financial assistance of $20,000.00 for Samoa Touch Rugby to help prepare for the 2015 Federation of International Touch Rugby World Cup in Coffs Harbour, Australia on 29 April – 3 May 2015.
This is the first time Samoa will be participating this tournament.
Team Samoa won gold medals in the Fiji Touch Tournament in 2003 and more gold from New Caledonia in 2011.
Samoa Touch Rugby hopes to win more gold and gain additional experience in the international arena, and further develop the sport of touch rugby locally.

3. Advanced Security Cooperation program
Cabinet has approved the participation by Samoa’s representative at a program on Advanced Security Cooperation at the Asia Pacific Centre for Security Studies (APCSS) in Hawaii on 2 April – 7 May 2015.
The program is coordinated by the Government of the United States of America for Government employees from the Pacific region.
This program will provide opportunities for participants to enhance their knowledge and introduce new methods to influence security cooperation at the highest levels. The participants will join an expanded network of contacts among regional security practitioners that include their fellow classmates and APCSS faculty.
A Senior Officer for the Ministry of Foreign Affairs and Trade, Leroy Hunkin Mamae is representing Samoa at the program.
