1. World Toilet Day 2015
Cabinet has approved the commemoration of World Toilet Day with a National Toilet Day 2015 programme on Thursday 19 November 2015.
The event will take place at the Samoa Tourism grounds at Eleele Fou.
The theme for this year is “Toilet First, Sanitation for All”. The focus is promotion and emphasis on building toilets according to Government’s set standards and guidelines.
Reports of surveys already conducted confirmed that negligence in meeting the required general hygienic standards and toilet construction standards has affected the public’s health and the environment.
This initiative by Government aims for more collaboration between Ministries, businesses, women’s committees, village mayors and women representatives from villages, schools and youth groups to share the message in emphasising a healthy and clean Samoa through prioritising the importance of toilets.
The programme on Thursday will include a keynote address by Prime Minister, Susuga Tuilaepa Sailele Malielegaoi; official launching of Togitogiga and Tiavea Garden Toilets; poetry competition; skits competition and displays to highlight this year’s theme.

2. Samoa to host Commonwealth Women Affairs Ministerial Meeting
Cabinet has approved Samoa’s hosting of the 11th Commonwealth Women Affairs Ministerial Meeting 2016, to be conducted on 5 – 9 September next year.
Side meetings planned during this time include:
The Commonwealth Gender Plan of Action for Gender Equality 2005 – 2015 Monitoring Group;
Senior Officials Meeting;
Partners Forum.
The Government of Samoa and the Commonwealth Secretariat will partner in coordinating the meeting.
This biennial meeting was previously held in Bangladesh on June 2013, in which Samoa participated.

3. Village Beautification prizegiving
Cabinet has approved the programme for the Village Beautification prizegiving on Thursday 10 December 2015.
The prizegiving for Upolu and Savaii at Tooa Salamasina Hall marks the work achieved by villages under the Samoa National Beautification Programme for 2015.
This programme – by the Ministry of Women, Community and Social Development – aims to further strengthen the beautifying of villages and also maintaining of general hygienic standards in the country.
Samoa hosted some major events this year which included the All Blacks and Manu Samoa Test Match in July and the Commonwealth Ministers Meeting – Youth Commonwealth Games in September. The support from alii and faipule, women’s committees and villagers were noted in beautifying Samoa for these events.

4. Appointment of Chief Executive Officers for six Government Ministries
Cabinet has approved the appointment of Chief Executive Officers for six Government Ministries for the next three years.
These Ministries include the Ministry of the Prime Minister and Cabinet (MPMC); Ministry for Revenue (MOR); Ministry of Foreign Affairs and Trade (MFAT); Ministry of Finance (MOF), Ministry of Works Transport and Infrastructure (MWTI) and the Ministry of Communication and Information Technology (MCIT).
Two CEOs have been reappointed to their previous posts. They are the CEOs for the Ministry of Finance (MOF), Afioga Lavea Tupaimatuna Iulai Lavea and for the Ministry of Communication and Information Technology (MCIT), Afioga Tuaimalo Asamu Ah Sam.
The other four Ministries have been assigned new Chief Executive Officers. These appointments will become effective on 1st January 2016:
Ministry of the Prime Minister and Cabinet (MPMC), Tofa Agafili Tomaimanō Shem Leo;
Ministry for Revenue (MOR), Susuga Avalisa Viali Fautuaalii;
Ministry of Foreign Affairs and Trade (MFAT), Afioga Peseta Noumea Simi;
Ministry of Works Transport and Infrastructure (MWTI), Susuga Su’a Poumulinuku Onesemo;
Ministry of the Prime Minister and Cabinet (MPMC)
Tofa Agafili Shem Leo is currently the Ministry of the Prime Minister and Cabinet’s Assistant Chief Executive Officer (ACEO) for the Cabinet Secretariat.
Tofa Agafili is 36 years of age and holds a Master of Arts in Governance, a Postgraduate Diploma in Development Studies and a Bachelor of Education in Geography from the University of the South Pacific, Fiji. He also holds a Secondary Trained Teachers Teacher’s Certificate.
Agafili’s service for the Ministry of the Prime Minister and Cabinet started in 2007 as a Principal Whole of Society Analyst – Security and Environment, before being selected as ACEO for the Cabinet Secretariat in 2010. Tofa Agafili has also served in the Senior Teacher position in Geography/ Social Science at Samoa College from 2002 to 2004.
The new CEO has coordinated and participated in many trainings, seminars and conferences locally and internationally.
Tofa Agafili is one of the Leaders of the Vailoa Christian Bible Study. He hails from the villages of Salailua, Tufulele and Amaile. He is married with two children.
Ministry for Revenue
Susuga Avalisa Viali Fautuaalii is currently the ACEO for Taxpayer Services in the Ministry of Revenue.
Mrs Fautualii is 48 years of age and holds an Advanced Postgraduate Diploma in Business Management from the University of New England, a Bachelor of Commerce from the National University of Samoa and a BA in Economics Management from USP, Fiji. Mrs Fautuaalii is a Certified Public Accountant in the Samoa Institute of Accountants.
Her employment history started with the Inland Revenue Department in 1992. She became an ACEO for the Technical Division in 1998, and has continued to serve in various divisions within the Ministry until her recent appointment as CEO.
Mrs Fautuaalii is currently the Secretary of the Samoa College Old Pupils Association, Inc. She hails from the villages of Vailele, Fogapoa, Levi Saleimoa, Avao , Vaimoso and Laulii. She is a member of the Catholic Church at Laulii. She is married with six children.
Ministry of Foreign Affairs and Trade
Afioga Peseta Noumea Simi is the current ACEO for the Ministry of Finance for Aid Coordination Debt Management, a position she has held since 2003.
Afioga Peseta holds a Master of Business Administration, a Graduate Certificate in Management and an Advanced Diploma of Business Management from the University of New England in Australia.
Afioga Peseta previously served in the Ministry of Foreign Affairs as Assistant Secretary Aid – Economic from 1988 to 2003; served in the Ministry of the Prime Minister and Cabinet as Head of Rural Development Programme from 1986 to 1988 and as an Executive Secretary of the Women’s Advisory Committee from 1979 to 1986. She was also a lecturer at the University of the South Pacific School of Agriculture (Biochemistry) – Food Processing Lab in 1978 to 1979.
Peseta has coordinated and been affiliated in many Government development programmes and projects as well as compiled and written many publications for the Government.
She is the President of the Samoa Netball Association; a member of the Women Advisory Committee and is a practicing translator of both Samoan and English.
Afioga Peseta hails from the villages of Pu’apu’a, Lalomalava, Sapapalii and Vaivase Uta. She and her family attend the Congregational Christian Church of Samoa at Fagalii. She and her late husband have four children.
Ministry of Works, Transport and Infrastructure
The newly appointed CEO for this Ministry, Susuga Su’a Poumulinuku Onesemo is currently the ACEO for the Planning and Urban Management Agency under the Ministry of Natural Resources and Environment.
Susuga Su’a holds a Master of Engineering Science (Civil Engineering) and a Bachelor of Engineering from the University of New South Wales, Australia. He also holds a Bachelor of Science (Mathematics with Statistics and Physics) from the University of the South Pacific, Secondary Trained Teachers Certificate and a Diploma in Education.
Su’a has worked in his professional field both locally and overseas since 2002. He also served as a teacher in Samoa from 1994 to 1999.
The new CEO for MWTI hails from the villages of Tufuiopa, Fasitoouta and Vavau Lotofaga. He is a Lay Preacher for the Congregational Christian Church of Samoa in Sydney but is currently a member of the CCCS at Leufisa. He is married with one child.
