Disaster Advisory Committee Situation Report
EVENT; COVID 19 Pandemic Response
REPORT PERIOD 11th-16th April 2020

PORT HEALTH UPDATE (April 9th – 14th, 2020).
Since last Thursday (9/04/20) the Port Health team has conducted health clearance checks on 7 fishing vessels, 1 container vessel and 2 aircrafts. All complied with Samoa’s Travel Restrictions (COVID 19).

FISHING VESSELS
By complying with Samoa’s current travel restrictions (COVID 19) 7 fishing vessels were able to provide and implement the following protocols:
(i) Health Clearance was conducted at the Pilot Station
(ii) Health Clearance documents were provided (paper works)
(iii) All crew’s temperatures were checked
(iv) All crew members arriving on each vessel showed no symptoms of illness except for 1 individual (22 year old male on the Yun Chang 2 fishing vessel) who showed symptoms of:
• Swollen cheek tooth
• High fever
• Headache
• Medical assessment was conducted and the sick crew member was declared free of infectious diseases.
• Vessel crew members were not allowed to disembark.
• Crew members were allowed to execute the vessel operation (offloading of fish) while docked alongside.
• Crew members and stevedores were able to wear
Personal Protective Equipment (PPEs) through the entire operation.
• Proper disposal of PPE for all workers involved in vessel operation at the quarantine site.
• Advice was given appropriately to certain Vessel agents to renew their Ship Sanitation Certificate.
• Disposal of Personal Protective Equipment for all workers involved in vessel operation at the quarantine site.

CONTAINER VESSEL
By complying with Samoa’s current travel restrictions (COVID 19) 1 container vessel was able to provide and implement the following protocols:
• Health Clearance was conducted at the Pilot Station
• Health Clearance documents provided
• Crew Medical Clearance from the last port were provided
• Crew’s temperatures were checked
• Only 3 crew members were allowed to execute the vessel operation whilst being docked along side
• Vessel crew members were not allowed to disembark
• Crew members and stevedores were able to wear Personal Protective Equipment (PPEs) through the entire operation.
• Proper disposal of PPE for all workers involved in vessel operation at the quarantine site.

FALEOLO INTERNATIONAL AIRPORT
Flights subject to medical clearance arrived on April 09 and 10, 2020 respectively.
(i) Samoa Airways Aircraft Change
(ii) •Samoa Airways twin otter flight arrived on April 09, 2020 to change aircraft 5W-FAY with 5W-STF for flight operations between American Samoa and Manu’a.
(iii) All required documents were presented upon arrival for Health Clearance.
(iv) No passenger or cargo carried by aircraft upon arrival and no crew change for departing flight as directive from Cabinet.
Emergency medivac by New Zealand Air Ambulance:
• Emergency Medivac by New Zealand Air Ambulance Service, Flight No ZK-NXJ/ Operator Skyline Aviation Ltd. Departed Nukualofa and arrived Apia at 1600hrs to transport one critical patient for urgent surgery.
• Aircraft complied with all Health Restrictions; all required Health Clearance documents were presented upon arrival including crew health clearances from New Zealand.
• All ground staff were required to wear appropriate PPEs during the operation.
