Ladies and Gentlemen,

It is both an honor and privilege to stand before you today at this significant gathering on the Forum of Freedom of Expression. This forum represents a crucial opportunity for us to engage in constructive dialogue on one of the most fundamental pillars of our democracy and human rights – the right to freely express ourselves.

Background and Context: Freedom of expression is more than just the ability to speak one’s mind. It is a cornerstone of democracy, a facilitator of accountability, and a platform for diverse voices to be heard. Enshrined in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights (ICCPR), this right underscore the very essence of what it means to live in a free and just society. For us in Samoa and the broader Pacific region, it is a right that resonates deeply, intertwining with our cultural heritage, communal values, and aspirations for an inclusive society.

As we gather today, we are reminded of the importance of striking the delicate balance between protecting our freedom to speak and ensuring that this freedom does not compromise the values of respect, responsibility, and unity that are so integral to our communities. The Commonwealth Charter recognizes this balance, acknowledging freedom of expression as a key component of democratic governance and participation.

Objectives of the Forum: Today’s forum provides us with an opportunity to examine the current state of freedom of expression in Samoa `and the wider Pacific region. It is a moment to discuss the roles we each play – whether as government representatives, media professionals, civil society organizations, or community members – in promoting free expression responsibly. Together, we will confront the challenges of misinformation and disinformation in the age of digital platforms, as well as explore how ethical communication can contribute to building a stronger, more informed society.

We aim to develop pathways and recommendations that will strengthen our democratic participation while upholding the principles of free speech. By the end of our discussions, we hope to have a clearer vision of how we can collectively protect this fundamental right while fostering a society that thrives on mutual respect and informed debate.

Key Themes for Discussion: Freedom of expression touches on many aspects of our lives. Today’s discussions will explore how our legal frameworks protect this right, how the media serves as a pillar of democracy, and how civil society can amplify the voices of those who are often marginalized. We will confront the rise of misinformation and the role of social media in shaping public opinion, acknowledging that while these platforms offer incredible opportunities, they also present significant challenges.

In this context, we are reminded of the words by a famous writer, who spoke about the power and responsibility of the media in ensuring that freedom of expression serves the greater good, rather than being a tool for spreading falsehoods or inciting division. Similarly, we will explore how our communities can navigate these complexities to ensure that freedom of expression remains a force for positive change.

The Role of Civil Society and Media: The role of civil society organizations (CSOs) in promoting freedom of expression cannot be overstated. They are the defenders of this right, the advocates for marginalized voices, and the facilitators of public debate. They work tirelessly to ensure that even the most vulnerable among us have a platform to be heard. This forum, organized by SUNGO in partnership with the Australian High Commission, demonstrates the power of collaboration in advancing these ideals. It is a testament to the dedication of civil society in Samoa to safeguarding our rights and freedoms.

Addressing Misinformation and Disinformation: One of the greatest challenges we face today is the proliferation of misinformation and disinformation, which threaten to erode trust in our institutions and undermine democratic participation. As we discuss these issues today, let us be guided by the principle that while freedom of expression is a right, it carries with it the responsibility to share information that is truthful, respectful, and aimed at uplifting our communities.

Expected Outcomes: I am confident that this forum will lead to concrete recommendations that will guide us in our efforts to protect and promote freedom of expression in Samoa and throughout the Commonwealth. These outcomes will not only shape our contributions to the CHOGM discussions but also strengthen the capacity of our CSOs and media to advocate for responsible free speech.

Conclusion: In closing, I would like express my deepest appreciation to the Australian High Commission, And SUNGO for their unwavering commitment to fostering dialogue on issues that matter most to our communities. I am confident that through our collective efforts, we will emerge from this forum with a renewed sense of purpose and a shared commitment to upholding freedom of expression in all its forms.

As we embark on this journey together, let us be inspired by the knowledge that our words have the power to shape societies, influence policies, and inspire change. Let us use our voices not just to speak, but listen, learn, and uplift one another, as we strive to build a future where freedom of expression thrives in harmony with respect, dignity, and shared humanity.
