Avele College reopens
Cabinet has made the decision to reopen Avele College as of Wednesday, 18th of May 2016.

The decision to reopen the college is based on conditions directed by Cabinet, as stated below, plus programmes endorsed and signed by the Avele College Old Pupils Association, which will be implemented to ensure the appropriate discipline of students.

The conditions are:

  • Police will continue their investigations, but for students who have already been charged they will not be accepted back at Avele College;
  • That parents, teachers, and the Avele College Old Pupils Association will work together to conduct programmes to promote and instil values and ideals that enhance Samoan culture and traditions. These programmes should highlight the importance of respect, peace and collaboration and instil in the students the significance of culture as an important part of their education and lives;
  • Religious programmes should be enforced to nurture the spiritual beings of students at Avele, so they are God-fearing and respectful. These programmes are to continue and remain a part of the College’s practices every year;
  • Enforce and monitor the ban on cellphone/mobile device access for students during school hours. Formulate a policy to penalise students who do not abide by this rule;
  • Set up an Advisory Committee to conduct programmes and activities for the elimination of bad behaviour by students at Avele College. This committee should include a church minister, a representative of the college committee and a counselling expert. The committee will work together with the Ministry of Police and the Ministry of Education;
  • This is the last opportunity to reopen Avele College. Any involvement of any Avele student in any quarrels or fights in the future will result in the permanent closure of the College without any more deliberations, and students will be transferred to other Government schools.

The Ministry of Education has been directed to enforce the division of Government colleges in to zones, and to encourage students to attend colleges within their own districts. This will discourage students from Savaii as well as Upolu’s rural districts from uprooting from their home villages and travelling great distances to attend school in Apia’s urban areas.

The zoning of schools will help to eliminate interschool violence which has primarily taken place in the town areas of Apia.

The Ministry of Education is also been directed to review the names of government colleges to coincide with the new division of districts and zoning of schools.

The Ministry of Education is expected to submit quarterly reports to Cabinet on the progress of the conditions stated above, for the next 12 months.

Reconstruction of the Leonē bridge
Cabinet has awarded the contract to the China Railway First Group Fiji Co. Ltd. for the reconstruction of the bridge at Leonē, which was damaged and has not been in use since Cyclone Evan.

The construction tender was advertised for public interest and four companies submitted applications of bids.

An assessment was conducted by the Sub Committee according to the tender bidding document before a recommendation was tabled before Cabinet for the final decision.

Citizenship Investment Regulations 2015
Cabinet has approved the Citizenship Investment Regulations 2015.

The Regulations will now be handed over to the Office of the Legislative Assembly for translation into the Samoan language, as well as the Office of the Attorney General for review and preparation for promulgation by the Head of State.

The Regulation is divided into three provisions:

  • Part 1: Citation and commencement; interpretation of the regulation.
  • Part 2: Submission of application and fees.
  • Part 3: Minimum number of employees; Fees.

Consultant for the Climate Resilience project
Cabinet has approved the individual consultant contract awarded to Ms Leilani Duffy-Iosefa for the Enhancing the Climate Resilience of Coastal Resources and Communities Project.

The tender was advertised for public interest and three companies submitted applications of bids.

An assessment was conducted by the Sub Committee before a recommendation was tabled before Cabinet for the final decision.

New laser for the National Hospital
Cabinet has approved the awarding of contract to the South Austral Pty Ltd. for the procurement of a lithotripsy laser for the Motootua National Hospital.

The tender was advertised for public interest and two companies submitted applications of bids.

The assessment was conducted by the Sub Committee before a recommendation was submitted to Cabinet for approval.

National Clean Up Day for the commemoration of 54 Years of Independence
Cabinet has approved Saturday 28th May 2016 as the National Clean Up Day for the Apia town area in preparation for the upcoming celebration of 54 Years of Samoa’s Independence.

Government Ministries and Corporations are asked to work together to clean the town area, under the supervision and cooperation of the Chief Executive Officers.
The private sector is also asked to join the clean-up efforts and ensure their areas of business are kept clean during our national celebrations.

Pacific Benchmarking for education results (PaBER)
Cabinet has approved the participation by Samoa’s delegation at the Pacific Benchmarking for Education Results (PaBER) programme currently held in Fiji from 11 – 20 of May 2016.

The meeting is focused on the triangulation and consolidation of evidence of the work that has been undertaken through the programme since 2012.

PaBER’s main aim is to provide Pacific Islands’ education ministries with a systematic and reliable means of learning from their own systems and from systems in other countries; about the policies, processes and activities that can have a positive impact on the quality of education; and specifically on learning outcomes.

Samoa’s delegation includes the Chief Executive of the Ministry of Education, Sports and Culture, Dr. Karoline Afamasaga-Fuatai; Assistant CEO, Leota Valma Galuvao and local PaBER Coordinator, Maimoana Petaia.
