1.  Report on the 2nd Meeting of the ACP Ministers of Health
Cabinet has approved the report on the 2nd Meeting of the ACP Ministers of Health which was held in Brussels on 23 – 26 February 2015.

The theme of the meeting was, “Reflecting on ACP Cooperation Objectives in Health in the context of the post-2015 Development Agenda.”

The issues discussed included the Brussels Declaration on Health for Sustainable Development and its Framework for Action adopted in the Ministers meeting in 2007; that development partners need to continue to play a key role in the financing of health; recognised that the underfunding of prevention and control programmes for Non-Communicable Diseases and Neglected Tropical Diseases; observed that the recent ebola virus disease outbreak has clearly demonstrated that a virulent epidemic of this proportion can very easily become an international public health emergency; noted the recent chikungunya disease outbreak in the Caribbean and Pacific Island States; strengthened pharmaceutical systems and improved access to safe, affordable, quality essential medicines for all; childhood under nutrition and obesity; recognise the influence of new technologies on knowledge creation through research and development and dissemination of research results such as new vaccines; the role of social and cultural determinants in health in the achievement of social and health equity and acknowledged the need for a conscious inter-sectoral engagement and also noted with concern that climate change is already affecting social and environmental determinants of health in ACP countries.

These were some of the recommendations noted following the meeting:

  • ACP Cooperation strategies in the post-2015 period aimed at continuing to address and enhance the interventions that promote the universal health coverage in countries, and in particular among disadvantaged groups, remote and nomadic communities, ethnic minorities and war or disaster stricken populations;
  • Develop ACP cooperation strategies and programmes to cope with epidemics such as the ebola outbreak;
  • Strengthen the ability of countries to attain international health regulation compliance;
  • Pursue at national level ongoing health programs and interventions;
  • Improve the availability, affordability and use of safe, effective and quality assured medicines and other health products;

Samoa’s delegation was lead by Minister of Health, Afioga Tuitama Dr Leao Talalelei Tuitama and ACEO for Health Sector Coordination, Resourcing & Monitoring, Susuga Gaualofa Matalavea Saaga.

2.  Samoa’s Ambassador At Large for the Pacific Islands
Cabinet has approved the appointment of Afioga Leiataua Tuitolovaa Dr. Kilifoti Eteuati as Ambassador At Large for the Pacific Islands for the next three years. The appointment became effective on 1st of May 2015 until 30th of April 2018.

Afioga Leiataua previously held the post as Samoa’s Ambassador in Japan from 2009 until the beginning of this year. Prior to that, Leiataua was Samoa’s High Commissioner in Australia from 1997 until 2009.

Before Leiataua’s appointments overseas, he held the position of Secretary to Government for many years. He had engaged in many international meetings including the Pacific Forum Meeting, and he has adequate experience and knowledge about issues relating to the Pacific.

Leiataua holds a PhD from Australia’s National University and also a Master of Arts Degree in Political Science; Law Degree and Bachelor of Arts Degree in Political Science from Auckland University.

Afioga Leiataua hails from the villages of Salailua and Faleū Manono. He is a member of the Methodist Church in Samoa, is married with four children.

3.  Report on Public Bodies performance
Cabinet has approved the report on Public Bodies performance for the yearly quarter from October to December 2014.

The purpose of the report is to provide an overview of performance of all public bodies.

Public Bodies included in the report:
Public Trading Bodies that include Development Bank of Samoa, Land Transport Authority, Polynesian Airlines Limited, Public Trust Office, Samoa Airport Authority, Samoa Housing Corporation, Samoa Land Corporation, Samoa Housing Corporation, Samoa Ports Authority, Samoa Post Limited, Samoa Shipping Corporation, Samoa Shipping Services, Samoa Trust Estate Corporation, Samoa Water Authority and Unit Trust of Samoa Ltd.

Mutual Societies include the Samoa Life Assurance Corporation and the Samoa National Provident Fund.

Public Beneficial Bodies include the National Health Services of Samoa, National Kidney Foundation of Samoa, National University of Samoa, Samoa Fire and Emergency Services Authority, Samoa Qualifications Authority, Scientific Research Organisation of Samoa, Samoa Sports Facilities Authority and Samoa Tourism Authority.

4.  38th ADFIAP Annual Meeting
Cabinet has approved the participation by Samoa at the 38th Association of Development Financing Institution in Asia and the Pacific (ADFIAP) Annual Meeting in Vietnam on 13 – 15 May 2015.

The theme of the meeting is, “Development Financing Institutions & Sustainable Infrastructure: Policy Framework, Operational Best Practices and Challenges.”

A promotional video of Samoa will be shown at the meeting where over 200 participants are expected to attend. The agenda will also include the official handover of the host country to Samoa for the ADFIAP’s next meeting in 2016.

The CEO for Samoa Housing Corporation, Afioga Matautia Rula Levi is representing Samoa at the meeting.
